Hillary Wraps Her Arms Around Obama and Liberals in Kickoff Speech

Excoriating Republicans who embrace “trickle-down economics” and hailing a handful of Democratic presidents, one her husband and another who ended her presidential dream seven years ago, Hillary Clinton delivered a campaign kickoff speech today that demonstrated she will wholeheartedly embrace, rather than avoid, President Obama’s two terms in office.

Ms. Clinton promised to rewrite the tax code for lower-income Americans, crack down on Wall Street and back an amendment to overturn the Citizens United Supreme Court decision–and embark on an era of unapologetic progressive governance in the spirit of Franklin Roosevelt.

“The Republicans twice cut taxes for the wealthiest, borrowed money from other countries to pay for two wars and family incomes dropped,” Ms. Clinton said at Four Freedoms Park on Roosevelt Island. “There may be some new voices in the presidential Republican primary. But they’re all singing the same old song.”

“A song called ‘Yesterday,'” she added, referring to the Beatles hit. “You know the one. ‘All our troubles look like they’re here to stay and we need a place to hideaway.'” (She spoke, rather than sang, the lyrics.)

Republicans have been attacking Ms. Clinton, the former secretary of state under Mr. Obama, for her close ties to an increasingly unpopular Obama administration. Today, she appeared to validate at least some conservative criticism that she would be seeking Mr. Obama’s third term–about two minutes into her speech, after noting the Roosevelt legacy “lifted up a nation,” she said Mr. Obama, along with Bill Clinton, are guided “by a fundamental belief that real and lasting prosperity must be built by all and shared by all.” (Mr. Clinton, along with their daughter Chelsea, joined her on stage after the speech was completed.)


Ms. Clinton said she was asked many times how she could go work for Mr. Obama after he dealt her such a stinging defeat in the Democratic primary.

“How could you and President Obama work together after you fought so hard against each other in that long campaign?” Ms. Clinton said, repeating the question. “President Obama asked me to serve and I accepted because we both love our country.that’s how we do it in America.”

Not so fast, fellow Democrats!

For those who still trust our Democratic president when he says we should all look at the Trans-Pacific Partnership trade agreement before we condemn it, we need to understand 3 out of 4 trade bills just passed Congress. The 'infamous' TAA and the passed but 'apocalyptic' TPA are part of the same Senate package bill, so they both have to be passed together to go to the president's desk for signature. TPA is done -- next week TAA may be reconsidered and voted on.

What next?

...because the trade adjustment assistance provision was an indispensable part of the Senate-passed package, Obama's trade agenda appeared to be dead. Without trade adjustment assistance, there would be no vote on a "fast-track" trade promotion authority. And without fast-track, there would likely be no Trans-Pacific Partnership.

Game. Set ... What now?

Like Hulk Hogan in a headlock, House Speaker John Boehner, R-Ohio, quickly pulled off a bold, high-stakes legislative maneuver. His chief lieutenant, Majority Leader Kevin McCarthy, R-Calif., called for an immediate vote on "fast track" even without the job training sweetener intended to gain Democratic votes. It passed, 219-211.

That vote kept the trade package alive, but it still needs some form of trade adjustment assistance in order to win Senate support. Practically speaking, that needs to come next week, or it probably won't come at all. But when the congressional leadership and the president agree that when something must pass, it usually does — even if some arms are broken in the process.

Pelosi suggested one path out of the tangle: Tying passage of the trade deal to a job-creating highway bill that Democrats would support.


Could Nancy Pelosi have an endgame where President Obama remains vital and she gets us a job's bill for needed infrastructure?

*BOG GROUP* US House voting on TAA, TPA, and Trade Enforcement and Customs

In progress - on CSPAN.

HR 1314 "Trade Act of 2015" contains TAA and TPA (as packaged and approved by Senate). The House leadership planned 2 separate votes on the TAA portion first, and if TAA passes, proceed to TPA portion.

HR 644 "Trade Facilitation and Trade Enforcement Act of 2015" Trade enforcement and Customs, would be the final related trade bill.

President Obama has met with the Democratic leadership and the Democratic Caucus to admonish his colleagues to support these bills. The House was in recess while the president was making this final push.

The House has just gaveled back in at 11 ET, votes to follow when debate ends.

*BOG GROUP* First of Four Trade Bills Passes House

On CSPAN today and Friday, 4 trade bills are being considered by the US House.

The first bill has passed 397-32. This H.R. 1295, "African Trade and Repeal Medicare Offset," concurring on Senate amendments with amendment. This bill will go back to the Senate for amendment approval.

The amendment - Medicare money will not be used to fund TAA displaced worker program! One 'poison pill' done! Thank you, Nancy Pelosi!

For what it's worth:

Republicans - 212 for, 31 against, 3 NV.

Democrats - 185 for, 1 against, 2 NV.

America Trembles! - the SEC Primary Begins March 1, 2016

Super Tuesday now includes in the South - Alabama, Arkansas, Georgia, North Carolina, Tennessee, Texas, Virginia - and Colorado caucuses, Massachusetts, Minnesota caucuses, Oklahoma, and Vermont. After the dog-and-pony February "primaries" Super Tuesday could really seal the deal for candidates.

Even Democratic contenders would be advised to visit the Deep South early and often!

'SEC' or 'Waffle House' primary may give Alabama more clout

Gov. Bentley recently signed legislation that moves up Alabama's primary elections to March 1, the same day as six other Southern states.

Some are calling it the "SEC" primary, but others are calling it the "Waffle House" primary which may be more apropos.


The bill to move the date was actually bipartisan and, of course, both teams, ahem, parties and their play-offs, cough, primaries will be affected.

The theory guiding this change is based on the idea that bunching state primaries together on the same date gives candidates momentum in the polls, lets the media use more clichés like "Super Tuesday", and strongly influences primaries that are held at later dates in other states.


Some candidates may even try to yell a "Roll Tide!" or "War Eagle" with a New Hampshire accent. Of course, folks like Rick Perry may get confused and yell "Go Vols!" while visiting Birmingham, but we sorta expect that from him even if he is wearing glasses to try and look smarter these days.

US House of Representatives Ready to Vote on TAA/TPA Friday

GOP to hold trade vote Friday

Leaders late last night began putting the gears in motion to give them the option of taking up Trade Promotion Authority (TPA) by the end of the week.

The Rules Committee late Tuesday night posted TPA and three related trade bills on its website, where they can be read by the public. The influential panel, which decides how bills are brought to the floor, will take up the trade package at 3 p.m. Wednesday.

The legislation also reflects a deal by Speaker John Boehner (R-Ohio) and Minority Leader Nancy Pelosi (D-Calif.) to resolve some outstanding issues over offsets for Trade Adjustment Assistance (TAA). The pair huddled in the Capitol on Tuesday.

As part of the agreement, Republicans agreed to scrap the Medicare sequester offset, which Democrats objected to.

New offsets would find savings from cracking down on fraudulent claims against tax credits used for higher education and increasing penalties on businesses that fail to file correct 1099 information returns.
