Effectively, it's "We're above the law, we don't have to cooperate."

Stonewalling when they don't want to deal with something - an investigation or legal matter. Rump and cronies are setting the example for them to follow, refusing to cooperate with Congressional requests for information. Which SHOULD be very big news now, if media was awake and alert instead of chasing silly diversions whipped up by Rumpled Bozo. (Quick history: Nixon withheld those tapes and eventually lost the case by an 8-0 SCOTUS vote... with 3 of the justices appointed by him.)

While I think eventually this tactic will fail for government officials when gov. matters are at issue (but who knows with how courts are being stacked), it draws out proceedings and forces up legal costs for both sides. They'll keep doing it until being forced to pay harsh penalties for their transgressions.
