(14,733 posts)56. Shouldn't come as a surprise to anyone.
He's been saying he would veto any bill that came up before the full environmental impact report was completed for some time now.
And it does NOT mean that Keystone is dead, even for just his remaining years in office.
If the report comes back as 'minimal impact' or however they phrase it, and Congress sends him another one, there have been no promises that he will veto it at that point in time.
Boehner and McConnell just got greedy, and wanted it ASAP as a trophy on their wall.
