That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed; (bold is mine)
If his intent was to be disrespectful he probably would have left the Confederate flag on the car.
Most people celebrate a victory instead of looking for a negative that probably isn't even there.
