For anyone still wondering why Obama didn't prosecute Bush/Cheney, you quite clearly now have your answer.

The purpose of the Mass Surveillance program does not have anything to do with combating terrorism.

It's purpose is to provide blackmail and intimidation material on anyone that might upset the government in the future.

Upsetting the government might involve :-

Attending an Occupy demo (the FBI have already tried to label Occupy as "domestic terrorists&quot
Attending a gun rights rally
Being a potential government whistle blower (we have all seen the crackdown on those by Obama)
Being critical of government actions or policy
Being a supporter of the Constitution, particularly the 1st and 4th amendments
A property dispute, e.g. over the amount of compensation for confiscating property in order to build the Keystone pipeline.

Material to be used in blackmail or intimidation would include anything you didn't want your partner, children or friends to find out about, e.g. :
An extra marital affair
Not being 100% honest on your tax filing or on an insurance claim form
A married man that has not come out and went to a gay bar
A visit to a lap dancing club on someone else's stag night
etc. etc.

If that failed to give up anything of use - they will go after close friends or family.
If your teenage kid has smoked dope that would be a powerful weapon to threaten you with. They could threaten to go after your kid and jail them.

The Mass Surveillance program is not to protect the people from terrorism.
It is never going to be able to do that - see the massive intelligence failure of Boston.
All the evidence was there that the elder brother was a substantive risk and the authorities did absolutely NOTHING to stop it.
They should of been closely monitoring the activities of the elder brother upon his return from his 6 month visit to the Caucasus - including attendance at an Islamic Extremist conference. They "dropped" him - the FBI had known he was a risk for years, he was on their watch list.
The FBI and the NSA are too busy monitoring the activities of law abiding citizens to stop terrorism.

The Mass Surveillance program is to protect the government FROM the people.
It is to provide a source of information to blackmail, intimidate and suppress government critics.

In case anyone has any doubts that all phone carriers are supplying data to the government (only QWest objected), that it is a continuous operation, has been going on for years and has been exponentially ramped up by Obama - here is just some of the evidence :-

The monitoring and capture of internet searches, email and social media is part of a Mass Surveillance program called Prism.
Most major technology companies are part of the program.
