tough guy posturing" clothes, not "I happen to be here because I had a meeting at the White House today anyway" clothes.
I google-imaged "General Miley White House" and out of all of the pics of him in the first five pages of results -- many of which are definitely at the WH and/or have him seated or standing next to Trump -- and that day's pics are the only ones in which he's wearing camo.
He didn't make a mistake in the moment and immediately regret it. He made a bad, premeditated decision, and regretted it after experiencing the reaction.
