I am not sure a county would want to swap out the entire ballot for one reason: the downballot races for state legislatures, county commissioners, etc would be different. In our county it could even be a Congressional seat; we have 4 districts and they all cross county lines. Not to mention the voter registrations would be invalid.
I know we could not do it here. When you are given your log in code to our selection machine, it is based on your voter registration. We bar code that info, scan it to give the access code. The voter makes choices, checks and rechecks if they feel they need to, and when satisfied pushes the print button. After that printout is completed, it goes to the scanner.
When the next voter comes to the screen, they have a new access code which lets the voter access the ballot for their voter registration information.
The selection machine has amnesia once that ballot is printed.
