19. CA always takes its sweet time counting votes

Ballots arriving legally after election day, provisional ballots, damaged ballots are counted last. There's a 30 day counting period built into the system. For most races, the results can be predicted a day or two after the polls close, but the Secretary of State will not certify final numbers until all counties report their final totals.

My favorite election website is the California SoS's uncounted ballots tally: it's interesting to see the various counties whittle down their totals.
