17. Ohio poll worker, here--The board of elections flags those who have requested an absentee ballot

Also those who have voted in person early. This is in the poll book when people check in. Those people have to vote provisionally and if it is found that there is a previous vote cast, the provisional ballot is tossed. Yes, it is illegal and they can be prosecuted (but don't know how often such cases are followed up)
