Extremely wealthy people have a lot of contacts that look out for them, all the more so when corruption and financial irregularities are involved. So what I'm suspecting now that you mention it is that this is a question not only applicable to the IRS. He's had a lot of people looking the other way for various reasons, some not very related to him in particular, such as "it's good for the economy!"

Still, there is no schedule or line-item for Fraud. A complete tax return is only a starting point,

The tax returns (when compared with loan applications) will definitely show fraud.
