They have full authority to alter the prices of other classes of mail, such as Priority and all the flat rate boxes without going through Congress.
Edited to add:
I just read recently that the hoops to raising First Class postage have been lowered, making it much easier to raise stamp prices.

Even if you use FedEx and UPS, a high probability USPS delivers it. Thanks to millions spent on lobbying.

The USPS can't even raise the price of a stamp easily. The Postal Commission hamstrings efforts.

It's also cheaper to send a FedEx Letter through the Post Office rather than FedEx.
