WTF? EU unlikely to cut Russia off SWIFT for now, sources say

BRUSSELS, Feb 24 (Reuters) - The European Union is unlikely at this stage to take steps to cut Russia off from the SWIFT global interbank payments system as it works on a new package of sanctions against Moscow for its action against Ukraine, several EU sources said. read more

The foreign ministers of the Baltic states, once ruled from Moscow but now members of NATO and the EU, called on Thursday to stop Russia's access to SWIFT.

Other EU member states are reluctant to make such a move because, while it would hit Russian banks hard, it would make it tough for European creditors to get their money back and Russia has in any case been building up an alternative payment system.

"Urgency and consensus is utmost priority at the moment," said an EU diplomat, adding that at this stage it meant no move on SWIFT, because doing so would have such wide-ranging consequences, also in Europe.

JUST IN: Confirming Newsweek that the U.S. has issued a new warning to the Ukrainian government that the latest intelligence points to a full scale attack imminently, per Ukrainian and US officials.

At particular risk, the warning said, is the northeastern city of Kharkiv.

The Guardian can confirm that the warning of an imminent attack has gone out to Ukraine and allies and that the UK shared the US assessment.

Diplomats I have been talking to are aware the West has cried wolf once before, on 16 February, so there are caveats.

There was also a scare last night, when some intelligence suggested an all-out attack was about to happen but it turned out to be a false alarm.

The bottom line is there are large Russian formations on the move, so the assessment is that an onslaught could be unleashed at any time.

Russia's upper house grants Putin's request to deploy troops outside Russia

Russia’s upper house of parliament has unanimously voted this afternoon in favour of giving Putin the authority to deploy Russia’s armed forces abroad for what it described as a “peacekeeping mission” in two breakaway regions of eastern Ukraine.

The vote formally allows Putin to send troops into the Donbas region of Ukraine.

The decision takes immediate effect, one of the lawmakers said as they discussed the motion.

Per the Guardian: Here’s more on the reports that an explosion took place in central Donetsk in eastern Ukraine.

According to the Tass news agency, the large explosion occurred near a government building in the separatist-held city.

Separatist authorities in east Ukraine say a car was blown up in the centre of Donetsk, Tass news agency said.

Russia’s Interfax news agency reports no one was hurt by the explosion.
