Good old Keynesian government spending creates jobs, and people know these to be good investments.

8. Yep. If it looks like it will pass, they'll feel "safe" to vote against it, so then...

... a) if it's successful, they can claim they were "instrumental" in bringing benefits to their own districts, or
b) if it is not successful or has any difficulties, they will heartily remind voters they voted against it.

And all the while, they will seek to undermine it at every turn, because the first rule of being a Republican is, don't let Democrats succeed -- even if preventing that success hurts Americans.
