Most of the article talks about other stuff. In the midst of it I saw this:
Louisiana residents are fiercely protective of their right to bear arms. Voters overwhelmingly agreed to set a tougher standard for restricting the use of weapons and to remove a provision that gives the Legislature explicit authority to limit concealed handguns. The constitutional amendment won support from 73 percent of voters. Expect it to be a model that the NRA will push in other states.
I found this description of the Amendment:
The amendment adds terminology to the State Constitution that says possessing a weapon is a fundamental right in Louisiana and any restriction must pass a strict scrutiny judicial review. Also, the amendment removes, from the Constitution, the Legislature's authority to pass laws restricting the right to carry a concealed weapon.
