That was their conclusion?!

The expression "blowing smoke up one's rear" comes from the stupor that opium users experience during the high. They can't even smoke their own opium at some point so they could pay someone else to smoke it and then literally blow smoke up their ass. Speculating that one could handle a gun with a lethal dose of heroin already ingested is perhaps a stretch.
