Rapes are generally carried out by cowardly and wimpy people who had been getting away with their crimes due to apathy and disinterest by the police and the justice system.

By creating special courts, a fast track system and the death penalty in combination will reduce rape instances by a very large percentage.

It is not based upon race as you suggest.
