a myth, the eastern states at that time were much more violent then the western states. As far as concealed carry in bars, I'd like to hear your reasons why you think it's a bad idea.
When a CCP holder carrys in a bar, they are prohibited from consuming any alcohol whatsoever, and they better not let the weapon print or get flashed, in some states that will get you a misdemeanor charge and loss of your CCP.
I agree with your last statement, in this situation, no law would have prevented this shooting.
However, if just one citizen with a CCP had been on scene, things might have turned out differently, not saying they would, just saying that it might have been stopped after a few shots were fired.
