from adopting chamber rules that prohibit unrelated measures from being introduced or considered. Each bill has a preamble or stated purpose. In most cases it would be fairly easy to determine whether an amendment is germane to the bill's stated purpose. In this case it would be a no-brainer....purpose of bill - flood insurance, purpose of amendment - attack on women including letting them die. Decision- rejected. Please submit your own bill to attack and kill women on its own. We will decide whether to take it up.
