Is a democratic bureaucracy as dangerous as a totalitarian bureaucracy?

National socialists (Nazis) were not socialists at all. It was just the name of the party.

Like the way communist East Germany was named the German Democratic Republic. There was nothing democratic about it, of course. No republic, either.
