How about the guns now in circulation?

1) We make it mandatory to scan the chip/bar code at shooting ranges. No scan, no service with that gun. Currently owned guns without the scanning/ID can be brought in for scan/ID installation: at the owner's expense, of course. Shooting ranges found to be in violation are subject to fine and shutdown. It will be like the smoking ban in bars: people will gripe and skirt the law for a few months or even years, but most places will implement in short order, especially with strong enforcement task forces the first two years of the statute.

2) You must have the scan/ID installed on the weapon if you are going to sell it. Again, installation is at the owner's expense.

You don't HAVE to get a scan/ID installed - but the expense of the grandfathering is that you 1) cannot use your non-ID'd gun at shooting ranges and 2) cannot sell it. Needless to say, removing an installed ID or violating either of these provisions should be a felony.
