If the President wanted marijuana removed from being Schedule One, he could certainly appoint someone who would do it.
And Eric Holder gets asked about the President and his drug policies all the time. This is an informative piece here:

And the article makes clear comments made to Holder, and his responses, during last spring's Correspondent's Dinner.
As far as the fact that the DOJ should be enforcing the laws of the land, I guess they are simply overwhelmed. It's hard for them to do things at once (Sarcasm alert!) Why, take how busy the DOJ was back in the last week of September 2012. They and ICE and local police went into over 30 households in a modest Santa Rosa neighborhood, due to the fact that while serving a warrant on a household where marijuana was being grown, they saw some plants in several other yards, and decided to take down all those people. Folks pulled out of their homes, kids sitting on the curb crying, etc.
Meanwhile last year's Sixty Minutes TV show took the time to detail how several whistle blowers had the goods on big time executives of banks and mortgage firms and how fraud was knowingly committed at those firms, with documentation that proved it! DOJ did nothing, with Sixty Minutes adding, "Fewer white collar criminals have been indicted under the Obama Administration than at any other time in twenty years."
