I'm less sure what "mass" mental illness would have on this.

Violation of basic human rights by people who are acting to meet a social and or a religious expectation doesn't require mental illness.

Globally the United States ranks roughly 5th in execution rates. In recent decades frequently the US is the only "western" or G-8 nation that executes anyone in a given year. It doesn't mean American has a mass mental illness, only that within our nation some states have a social acceptance of execution for some crimes.
