Given those circumstances, it only makes sense that Ms. Clinton and other officials began talking this week of tangible measures to curtail Mr. Gaddafi's military operations, such as a no-fly zone - a step requested by Libya's own delegation to the United Nations. On Wednesday the regime again dispatched planes to attack opposition positions, and it may also be using aircraft to transport troops or foreign mercenaries.

Part of the Libyan air force has already defected, and the opposition has captured several of its bases - so grounding the remaining warplanes would appear to be a manageable undertaking for U.S. or NATO forces. Yet in his own congressional testimony Wednesday, Defense Secretary Robert M. Gates did his best to dump cold water on the idea - claiming that it could not be done with one aircraft carrier and would require "an attack on Libya to destroy the air defenses."

While the Pentagon's view cannot be taken lightly, this assessment sounded exaggerated. U.S. and allied warplanes maintained a no-fly zone over Iraqi Kurdistan for more than a decade without eliminating Saddam Hussein's air defenses. Similarly, Western planes could defend the areas of Libya under opposition control from air attack without taking on every air defense battery in the relatively small territories under Mr. Gaddafi's sway. The mere threat of encountering U.S. warplanes could serve to ground what remains of Libya's air force.

No U.S. military action should be undertaken in Libya without a careful assessment of the risks. A clear appeal from an opposition authority, and support from Arab or European states, are also needed. But the United States should not settle on inaction because of inflated assessments of the regime's remaining capabilities, or resistance from U.N. Security Council members such as Russia. If indeed the stakes in Libya are as Ms. Clinton and others describe them, the United States must do what it can to help bring about Mr. Gaddafi's downfall.

Also in the chaos of Libya the danger of a stray weapon leveling a residential block, and you know Gaddafi will put his AA assets next to schools, hospitals and high density residential areas, would be a gargantuan PR bonus for the regime. Hell I wouldn't be surprised if NATO bombed airbases, AA & CCC facilities and Gaddafi blew up a few schools and hospitals just for the PR effect.

There are advantages and disadvantages to a "No Fly" Zone

A "No Fly" needs to have international legality and support; and also needs to deal with anti-aircraft defenses and what may be the result of enforcement.

The danger zone is screaming red because Qaddafi is using the AF, hardening areas of defense, mercenaries, and the AF is waging an offensive to push back a zone of control along the coast.

Libya could get very bloody and controversial. Libya supplies 15% to 20% of the crude oil to the EU, just across the Mediterranean Sea.

THE HAGUE — Libyan forces loyal to Col. Muammar el-Qaddafi have captured three crew members of a Dutch naval helicopter who were rescuing European citizens last Sunday, the Dutch Defense Ministry said on Thursday, the first report of Westerners being held in Libya’s bloody and unfolding uprising.

Otte Beeksma, a spokesman for the Defense Ministry, said the pro-Qaddafi forces had also captured two civilians being rescued — one Dutch, the other from an unspecified European country — who had since been released. Dutch officials declined to give personal details of the crew members while confidential negotiations for their release were underway.

The authorities had kept word of the capture a secret until a Dutch newspaper broke the story.

Mr. Beeksma said the crew of a Lynx helicopter had landed in the coastal city of Surt — Colonel Qaddafi’s hometown and one of his strongholds — after flying from a Dutch warship, the HNLMS Tromp, anchored offshore. The helicopter was “surrounded by armed Libyan forces late on Sunday afternoon.”

He spoke at length about the cruelty of Gaddafi against his countrymen, both for the use of immigrants as mercenaries in order to have a free hand with respect to tribal bonds that hold together the country of Libya is inhumane for use on helicopters and fighter military to bomb the crowd that was protesting against his regime. Charges that have earned the recognition of Gaddafi under investigation by the Court of International Justice for crimes against humanity and an end to the support of allies like Italy and Russia. But from Russia comes a very serious accusation. According to Russian military sources, there are no air strikes against the population that took to the streets.

In support of this view there would be satellite images taken from satellites and Russian military claims they are in possession of information proving NATO and the Western powers are preparing a case of military intervention. Any peacekeeping mission and to deviate from the UN Security Council decision that is limited to close accounts abroad of Gaddafi and penalize the riches of the major components of the Libyan regime. Drop the possibility of exiling Gaddafi in a foreign country with a safe-conduct reasonable, the president of Venezuela, Hugo Chavez is trying to broker a deal to avert a military intervention. The idea of Chavez is to use the old axis of Third World countries, the problems created during the tumultuous years of international socialism in the late 60s and 70s, to create a reasonable lifeline for Qaddafi that the infant in Benghazi Libyan government, ruled by the former Minister of Justice.

Even the Arab League would agree to a diplomatic solution but the situation could precipitate after recent statements by the Libyan colonel. The "leader" of the revolution, as I like to call Gaddafi has threatened to nationalize the oil companies and trust companies in Indian and Chinese all agreements entered into by Italy, USA and other Western countries and that keep the Libyan economy. A threat that could precipitate a military resolution of the Libyan revolt by EU and U.S., which would see a further threat to the logistic control of oil resources in North Africa. At the same time, Russia and China, permanent members of the Security Council have an interest in stopping a UN resolution for the intervention of UN peacekeepers. If China could become the Libyan crisis further opportunity for the direct control of African raw materials, Russia could tighten even further its energy supremacy over the rest of Europe, becoming the only energy partner for the oil and gas of most EU countries.

That dictators like Gaddafi shouldn't be responded to -- acted against?

Think the world cheered at ICC move.

Gaddafi chose his path long ago -- one of murder and revenge on his people.

Only difference right now is that the world can see him clearly for what he is.

Gaddafi was a torturer and murderer before this -- and he will always behave the same.

This is simply who Gaddafi is -- ICC or no ICC.

Months later, he penned an elegant description of the chat for The New Republic, reporting that Qaddafi had been interested in discussing "direct democracy." Nye noted that "there is no doubt that" the Libyan autocrat "acts differently on the world stage today than he did in decades past. And the fact that he took so much time to discuss ideas—including soft power—with a visiting professor suggests that he is actively seeking a new strategy." The article struck a hopeful tone: that there was a new Qaddafi. It also noted that Nye had gone to Libya "at the invitation of the Monitor Group, a consulting company that is helping Libya open itself to the global economy."

Nye did not disclose all. He had actually traveled to Tripoli as a paid consultant of the Monitor Group (a relationship he disclosed in an email to Mother Jones), and the firm was working under a $3 million-per-year contract with Libya. Monitor, a Boston-based consulting firm with ties to the Harvard Business School, had been retained, according to internal documents obtained by a Libyan dissident group, not to promote economic development, but "to enhance the profile of Libya and Muammar Qadhafi." So The New Republic published an article sympathetic to Qaddafi that had been written by a prominent American intellectual paid by a firm that was being compensated by Libya to burnish the dictator's image.

Presumably, Nye was sharing his independently derived view of Qaddafi. Yet a source familiar with the Harvard professor's original submission to the magazine notes, "It took considerable prodding from editors to get him to reluctantly acknowledge the regime's very well-known dark side." And Franklin Foer, then the editor of the magazine, says, "If we had known that he was consulting for a firm paid by the government, we wouldn't have run the piece." (After an inquiry by Mother Jones, The New Republic added a disclaimer to the Nye story acknowledging the details of Nye's relationship with Monitor.)

A 'must read' article.

Among the neocons and academics brought in by the Monitor Group to rehabilitate the Leader's image were Richard Perle, Francis Fukuyama, and Bernard Lewis. A quick check of the Monitor Group website makes me think that they must be a very modest bunch, because there's hardly any mention of Libya or their (temporary) success in G's image rehabilitation.

To my knowledge, one academic whom they did not consult was Dirk Vandewalle, an associate professor of government at Dartmouth College. He has not only written about Libya for 30 years, he has lived there as well.

Perle who should be in jail for his war crimes eg. It should not surprise anyone to see these people still operating in the same way, proppoing up dictators so long as they are willing to give them access to their countries' resources.

U.S. foreign policy is a disgrace and if all the recent revelations from the Wikileaks cables of their backing of known brutal dictators does not prompt some changes in that policy, nothing will.

Thanks for the post. They all have egg on their greedy faces now, but there is no excuse for what they did, knowing full well what was going on in that country.

Prince Andrew's services were also employed to help grant Qaddafi his biggest wish, to release the Lockerbie bomber, before he would open the spigots for BP and the rest of the multi-national criminal oil cartels. There was nothing they were not willing to overlook. All should be investigated and prosecuted along with Qaddafi. If he had managed to suppress this revolution, they would have gone on with business as usual. But the Libyan people have now made that almost impossible, although I wouldn't count them out. They are resilient if nothing else and all that money is far too much of a temptation for them to give up on.

he always slithers away into the shadows only to surface some new scheme. And these are the people our government refuse to investigate and hold accountable for the war crimes they committed. You'd think they would be happy to get off the hook, but the extent of their pathological greed and need for power is so great they just keep on doing what they know best, hurting people for profit.

Oh, and yes, he is a disgusting coward like all of them.

It has been most convenient to the US military to have Manning incommunicado. It has meant that they have been able to spin their own accounts of his behaviour and his ‘acts against the state’.

His case has enabled the US authorities to avoid the spotlight falling upon the absurd decisions that led to so much ‘secret’ material being left in computer data systems to which at least 900,000 had access. There is an argument than Manning did them a favour by effectively blowing the whistle on amateur and negligent storage of such ‘secret’ files. No heads have rolled. No heads will roll. No one in authority in any US department has been disciplined as a result of the data they effectively handed Manning for him to treat as he saw fit.

Net result – all attention is focused on the ‘little man’ in all this and not upon the big guys. Manning will probably not be executed, although the military judge can ignore the prosecution’s call for life imprisonment and go for death anyway.

We should be vigilant in watching what our closest ally decides to do to this young man. It has not been easy to track what they have been doing to him thus far.

That extremist vision, which Netherlands slowly poisons, don't forget that the West half a century dictators maintained in Islamic countries and never has a leg outstretched for persecuted Democrats in North Africa and the Middle East. Authoritarian regimes were supported in exchange for oil and, in the case of Egypt, stability around Israel. Now, it is the people themselves who remind us that there are still people living on the oil with legitimate desires: work, affordable nutrition, freedom. There has no extremist answer. Geert Wilders should but in a different sandbox with Bin Laden go playing around 1.3. The revolution is the first major event in the post-Western era, in which the EU and the us no longer the obvious political and economic centre of the world. The EU and the USA will for a peaceful and democratic future in the Middle East and North Africa need to work closely with other major world players such as China, India and Russia. That is a difficult task, given the rising demand for oil, but another way is not there.

Some DC pundits have been repeatedly on satellite TV stations claiming the Egyptian revolution had nothing to do with Israel or the US. Some even go as far as claiming this was “purely an internal affair.”

Those self described “ME experts” tend to neither know a word of Arabic nor visited Tahrir Square during the mass protests. The roots of this Egyptian revolt date back to September 2000, when street activism was revived again following a decade of dirty wary between the regime and the Islamist militants. There is a chain reaction linking those protests which broke out in solidarity with the Palestinian intifada to the current revolt.

"Viewership of Al Jazeera is going up in the United States because it's real news," she said. "You may not agree with it, but you feel like you're getting real news around the clock instead of a million commercials and, you know, arguments between talking heads and the kind of stuff that we do on our news which, you know, is not particularly informative to us, let alone foreigners."

Obama administration now dealing with rogue Libyan ambassadors and ignoring faxes from Qaddafi

The Obama administration has decided switch the focus of its Libya diplomacy toward dealing with Libyan representatives in Washington and New York who have decried the regime, after the Libyan government in Tripoli stopped taking its calls.

The Obama administration, and especially the State Department, had been maintaining its relationship with the government of Col. Muammar al-Qaddafi until early this week. Even when President Barack Obama imposed sanctions on Qaddafi on Feb. 25, the State Department did not break diplomatic relations.

Undersecretary of State Bill Burns and Assistant Secretary of State Jeffrey Feltman were in regular contact with Libyan Foreign Minister Musa Kusa for the first two weeks of the crisis. But as of yesterday, Kusa won't come to the phone. The State Department therefore has now decided to ignore Kusa's request, sent via fax, that the administration stop dealing with Amb. Ali Aujali, Libya's top representative in Washington, who State had announced they would no longer deal with only days ago.

The United Nations is taking a similar approach, refusing to act on Qaddafi's fax to the U.N. that it expel Libya's two top diplomats in New York, Mohamed Shalgham and Ibrahim Dabbashi.
