Instead of conducting its own investigation, the Securities and Exchange Commission has in many cases relied on a company's internal probe to determine whether or not the government should bring charges against that company. Corporate lawyers say this strategy enables the government to stretch their already lean budgets...

The Justice Department also relies on these internal investigations. These probes are “a very important tool that we use to leverage the resources we have to be as efficient and as effective as we can,” said Lanny Breuer, head of the Justice Department’s criminal division...

Diebold, a company which makes ATMs like the one pictured here, has conducted one such internal investigation. A company spokesman said the probe has cost the firm $16 million. For the companies that undertake these investigations, it is a way to win credit from the U.S. government for cooperating, which can translate into lesser charges or lighter penalties...
