the successful attack required a large number of critical dependencies in order to ensure maximum carnage. Complex plans very often fail.

We very nearly lived in the worst possible timeline minus the airplane that crashed in a farm field. Nine months of a Gore presidency would have altered events in many many inperceptible ways. Plus the fact daily security briefs would have been read does not lead me to believe 9/11 was predestined to occur.
