Why should Dems concede even one dime in exchange for GOP to vote the way we know they must & will
vote anyway?

Dems need to take a similarly hard stand - The ceiling must be raised (to pay for your mess GOP no less) Period. That's it.

And on the evening of the inevitable last minute vote - the President should go on tv and state the stakes and state what the GOP is advocating, simply and clearly.

Who really thinks that the GOP will take that hit when it comes down to it?

Again, the ceiling WILL be raised, so why give them anything.

Not one dime. Fuck them.

3. No reason whatsoever except
That the majority of Dems in washington have a "bipartisan uber alles" approach which entails giving in to Republicans at every turn.

The only time Democrats actually win is when Republicans explode/implode on their own. This way Democrats don't have to get their hands dirty by actually working at it and don't have to deal with their biggest nightmare which is cable news talking heads saying mean things about them.
