EPA Economic Analysis Shows “American Power Act” Decreases Energy Bills

WASHINGTON, D.C. – Senators John Kerry (D-Mass.) and Joe Lieberman (I-Conn.), co-authors of the Senate’s comprehensive energy independence and climate change legislation, today released economic analysis from the Environmental Protection Agency (EPA) that shows that the American Power Act will decrease American’s energy bills and ensure that families most affected by energy prices are protected.

“This definitive analysis proves that the American Power Act will decrease energy bills for families and protect consumers while offering the most effective cost containment measures of any previous climate legislation,” the Senators said in a joint statement. “The results of inaction speak for themselves as we send $100 million a day to Iran and our waters and coastlines are ravaged by the spill in the Gulf. Majority Leader Reid, Speaker Pelosi, and President Obama have all committed to making this our year for Congressional action. We look forward to hearing from the President this evening on just how critical passing a comprehensive solution is for our country.”

The analysis will be available later today at www.epa.gov.

EPA’s analysis shows that the American Power Act:

  • decreases energy bills for households through 2030 and minimal impact on households’ overall costs through 2050;

  • offers significant changes from previous legislation, including more robust and effective cost containment;

  • keeps allowance prices low, $16 in 2013 and $20 in 2020;

  • keeps overall household costs to a minimum for the life of the bill: about $80-150 per year; and

  • ensures those families most affected by energy prices are protected.

Some consumers would see modest cost increases -- we're talking about literally $7 a month -- but the legislation includes mechanisms to help consumers offset those costs. As Dave Roberts explained, "Cost is simply not a credible reason to oppose a carbon cap."

And at the same time the American Power Act would overhaul a broken energy framework, combat global warming, make America more competitive globally, lower the budget deficit, and according to a ClimateWorks Foundation analysis also published today, create hundreds of thousands of jobs over the next generation.

Given all of this, plus public opinion, plus the effects of the worst environmental catastrophe in American history, it's painfully frustrating to realize this might die in the Senate.

For what it's worth, Sen. John Kerry (D-Mass.) said today, "Are we there? No. We don't have the 60 votes yet. I know that. But we're close, enough to be able to fight for it, and we'll see where we wind up."

In other words, they've observed the actual legislation that passed, its implementation, and how it's interacted with facts on the ground.

That EPA is pretty neat. I want them to share their time-travel technology, or at least make their clairvoyants available for other purposes.

Why the snark?

Because "proving" something yet future that relies crucially on thousands and thousands of decisions, many beyond the control of any US president, Congress, or their staffers is utterly impossible. It's a prediction based upon thousands of contingencies yet future, all of which constitute present assumptions.

Kerry and the administrator in charge of the EPA can't prove that they'll be alive to take a piss tomorrow morning, yet they can "prove" the details of something this complex years in the future?
