RALEIGH, N.C. (AP) — Charter school advocates say 2011 could be a watershed year in North Carolina after the limit on the number of these independent schools in the state went unchanged for more than a decade.

The turnabout occurred because Republicans were swept into power in both chambers of the Legislature for the first time in more than a century. The GOP's fall campaign platform pledged to eliminate the 100-charter cap that has been in place since charter schools were created in 1996. snip

"Lifting the cap on charter schools is something that both houses of the General Assembly will address in the first few weeks of the session," said Sen. Phil Berger, R-Rockingham, who is expected to be elected Senate leader when the Legislature reconvenes Jan. 26. snip

With the Republicans' veto-proof majority in the Senate and a near similar supermajority in the House, it would be difficult for Democratic legislators, Gov. Beverly Perdue or the state's leading teacher lobbying group — all of whom have been lukewarm to increasing the limit — to block a change. Several Democrats also are expected to support removing the cap, particularly those whose constituents see hope in charter schools because their children are failing in conventional public schools.

1. I hate to break it to them, but...
...this is Obama/Duncan Race to the Top policy. California did the same (as many other states did) las year. GOP has won this one...nation-wide. :(
