3. I usually prefer Firefox but video is best viewed with Google Chrome
Maybe it is just my own experience but even though I generally prefer Firefox over any other web browser, I do give a nod to Google's Chrome/Chromium browsers for better video viewing reliability.

6. If feed is OFFLINE, did you click on one of the 3 MSNBC links at the bottom of the screen?
Working fine for me - I'm watching MSNBC live online right now.

All of the video feeds will go OFFLINE some times. When one does, try the other ones.

In the upper right of each box, you should see either Live or Offline

8. I tried all three at the time, and it didn't say offline, it just said not available page.

9. I use the Goo++ video directory for browsing with Kylo (check it out)
Kylo is a version of Firefox customized for display on televisions monitors with a main menu which makes it very easy to access a great assortment of multimedia, video, and streaming sites. I also use Kylo for normal PC display of video sites.

Kylo's video menus are great and great-looking. However, for quickly accessing a video feed, I prefer the Goo++ menu.

10. Fullscreen mode looks surprisingly good today
Usually I just view the small box video to passively view MSNBC.

However, with the election results happening today, I decided to try clicking on the full screen box button.

Sometimes streaming video is very poor quality when you go "fullscreen" but fortunately, MSNBC looks pretty good today.
