A "Manhattan" project to respond to to the Spill , and dependence on Fossil Fuels :

1) How many people would it employ ?

2) why isn't it happening yet ? or is putting in that much resources only justifiable if the aim is war and destruction.

When the USA wanted to win the space race , they just did it ... isn't moving away from fossil fuels of more consequence to the future of humanity .

If humanity does not survive , or at least modern industrial civilization does not survive , what use is space travel.

3. Yes. (can't answer your other questions, thoughh)
It's possible that the Too Big To Fail banks are the root of the problem, there's just far too much pressure on those fronts keeping "business as usual".

A Manhattan type project for the development and perhaps more importantly the deployment of alternatives is exactly what is needed.
