I think a bounty of $10/gal of sludge would greatly increase the cleanup effort.
Nothing works like capitalism. $10/gal would be $420/barrel and although a premium price, BP didn't have permission to use the Gulf as a storage tank. This would give the fishing boats something to do and distribute the money for the cleanup to locals.

Simply register the boat and proposed location, go out, get dirty, come back, weigh in and get a check. It's not like there is a lot of ways to cheat the process.

if there IS a way to cheat, someone will find it.

Never underestimate the power of criminal types to find ways to cheat.


That having been said, maybe a "bounty" on recovered oil would be a good idea. Except that BP might not like having to pay for what it sees as its "own" oil...

BP can set their research and development dept to work figuring out how to extract their profits out of the recovered soupy mess.
