Dems have an odd tendency to cast the partisan breakdown in D.C. as the result of petulant behavior on the part of Senate Republicans, rather than what it really is: The fruit of carefully-crafted strategic choices designed to achieve specific legislative and political goals.

Case in point: Senator Chris Dodd uncorked a heck of a blast on the Senate floor just now that went something like this:

I have never, ever passed major piece of legislation in this body in over three decades when I have not had the backing of a member or members on the other side of the aisle. Never once…

Here we are, on the brink of going forward, with the single largest proposal for reform of the financial services sector of our country, and we’re divided. We’re here like a couple of petulant teenagers.…

It’s long overdue we recognize this isn’t some athletic contest.…

In his time in Washington, have the Senate Democrats ever had such a majority that they had the option to pass major legislation without repuke support? And in those instances where something doesn't have support, it just doesn't come to a vote.

I understand his overall point, but the logic of this statement escapes me.

On edit: And didn't they just pass the HCR without "a member or members on the other side of the aisle"?
