How can you have a spending freeze while still pursuing health care reform?

1. by cutting medical spending. without cutting into profits. lol.
= lower medicare reimbursements + higher copays.

4. HCR is about reducing spending
sheesh. Right now, when a person without insurance gets sick, we pay. In a big expensive, ER-kind of way. What do you think happens?

HCR is supposed to replace expensive emergency care with managed cost care.
