how can the bill skip conference and go directly to Obama's desk for signing? I heard mention of this a couple weeks ago and now again.

1. Both Houses have to pass the same Bill. If the House passes the same Bill the

Senate passed then it's done and goes to Obama.

The senate would vote and whatver is in the bill is law if Obama signs it.
