question on senate negotiations--why half corporate half progressive?

I was under the impression that progressives outnumbered corporatists two to one, in which case the latter are once again being given more power than they've earned.

Similar to that other wet noodle response of Feinberg to the AIG execs. Do you get the feeling sometimes that the leadership isn't quite for real?
