I just sat on a committee to evaluate end of course test questions in US history.
Some, not all or even most, of the questions have a definite conservative bias. Coincidently, so did the committee. I do live in a red state. I did not detect any liberal bias in any of the questions. I wonder what can be done.

...is "Pick your battles carefully." They absorb a lot of energy and cause lots of high blood pressure.

As you've described it-- minor conservative bias in a place where that's probably expected-- I'm not sure it would be worth fighting against. If you think there is conspicuous conservative bias you might challenge specific questions, or recommend additional ones that provide greater balance, but no tests are completely objective. But if it's not egregious, maybe your energy would be better spent on other injustices? That's the way I'd look at it in my institution, at least.

7. If there is a distinct bias of any kind they should not be used.
