A man arrested at the scene of President Barack Obama’s visit to Portsmouth, New Hampshire Tuesday was found to be in possession of a loaded, unlicensed gun, SeaCoastOnline reported late Tuesday night.

The site’s news page carrying the story was down Wednesday morning. The man’s arrest comes in addition to reports of a second man carrying a licensed gun outside the event. A video report on the arrest follows.

“Richard Terry Young, 62, of 821 Ocean Blvd. in Hampton, was arrested around 9:40 a.m., hours before Obama’s arrival, and charged with the misdemeanor crimes of criminal trespass and carrying a loaded pistol without a license,” the paper wrote.

“Young was found inside Portsmouth High School, where Obama later in the day held his town hall-style forum,” the paper added. “Young was detained by the Secret Service and subsequently arrested by Portsmouth Lt. Corey MacDonald. Young was carrying a pocket knife, police said. A subsequent search of his vehicle, parked on school property, revealed a loaded hand gun, police said.

“Police said Young is being investigated by the Secret Service for possible federal crimes resulting from the same series of events,” the story continued. “Bail was not immediately set, and Young was in the custody of Portsmouth police on Tuesday night.”

As far as I know just about all guns are unlicnesed, so I'm not sure what it means in the article. Maybe someone can enlighten me?

especially pistols. Some states may allow multiple rifle and shotgun purchases on one license, but all guns are registered through licensing.

There is a 3 minute background check when you buy a new gun here, but that's all. What sort of license do you require? Is it like a conceiled carry permit? Do you have to go through a training class first, pass any tests, have any minimum experience level, does it cost you any money (like a poll tax)?

the person carrying it or the person transporting it...even in the trunk of a car...has to also be licensed.

Penalty is mandatory one year jail sentence.


So, for example, Mr Pip has a license and can carry or transport a firearm in the car.

I can't. If I were ever stopped with a firearm in the car...say Mr Pip forgot it (which happened one time) and I'm driving the car and he's not with me, that's it. I go to jail, because I don't have a license.

..guns aren't registered, nor do you need a license to possess one. However, to have a loaded pistol in your car, you need a CHL. So it wasn't the gun that was unlicensed, it was the guy.

if I recall NH law correctly. Its been a while since I lived there.

I believe you need a permit/license to carry a concealed weapon in order to keep a loaded gun in a car in NH. Also, the gun and knife on school grounds may be state law issue. In GA, for example, illegally carrying a concealed weapon can apply to knives, guns, and other weapons.

If they can prove that this was an attempt to do the President harm, then more serious charges should follow.

Gun owners need to be responsible and know the law.

In NH like VA open carry is legal but conceal carry requires a permit (CCW).

NH statute states a loaded weapon in a car requires a CCW. The gun owner had a loaded weapon in a car but no CCW he broke the law. Bad news for him is likely it is a felony which means once convicted he is a prohibited person and can never own a firearm again.

Strangely in VA you can have a weapon in your car without a CCW but it must be in plain sight. So if the weapon was on the dash or on the seat it would be legal. Of course having a weapon on the dash or seat increases the risk of theft, to conceal the weapon you need a CCW but nobody said laws are always logical.
