WSJ story on new congressional jets criticized

on Friday, a Wall Street Journal's headline screamed that congresss is spending $550 million in 8 new jets.
A reader's first reaction might be, wow! What a waste of money! But deep within the article we learn this:

The House Appropriations Committee says the new purchases are designed to replace seven aging and more expensive business jets. The net impact is one additional plane owned by the federal government and a substantial increase in its passenger capacity.


Thus, since the old jets will be sold and will offset the cost of the new jets, the correct headline would become: Congress purchases one new jet that will save money on gas and other maintenance issues.

There's more. Statistics show that the Air Force and White House use these planes 86% of the time, compared to 14% by Congress.
