Dougie Feith’s Little Shop of Tortures?

I just happened to find Dougie Feith's responses to Questions for the Record the Senate Intelligence Committee asked him in 2003. They wanted to know how his little intelligence shop at DOD--the Policy Counter Terrorism Evaluation Group (PCTEG)--bridged the line between intelligence and policy.

He said his little intelligence shop helped formulate policy on:

* DoD response to the presence in Iraq of the al-Qaida affiliated Ansar al-Islam terrorist group.

* DoD response to the presence in Iraq of al-Qaida operative Abu Musab al-Zarqawi and his CB W network.

* Helping to formulate requirements for the debriefings of al-Qaida fighters detained at Guantanamo and Bagram.

"Helping to formulate requirements for the debriefings of al-Qaida fighters?!?!?!?!"

What the hell does that mean? How do you formulate policy requirements for interrogations?


I don't know, really, but I wonder if it has something to do with this:

This is my opinion, even though they were giving information and some of it was useful, while we were there a large part of the time we were focused on trying to establish a link between AI Qaeda and Iraq and we were not being successful in establishing a link between AI Qaeda and Iraq. The more frustrated people got in not being able to establish this link, there was more and more pressure to resort to measures that might produce more immediate results.


Or this, coming from Dougie's boss, Paul Wolfowitz:

Mr. Becker also told the Committee that, on several occasions, MG Dunlavey had advised him that the office of Deputy Secretary of Defense Wolfowitz had called to express concerns about the insufficient intelligence production at GTMO.


Or this:

Mr. Haynes's memo stated that he had discussed the issue with Deputy Secretary of Defense Paul Wolfowitz, Undersecretary of Defense for Policy Doug Feith, and Chairman of the Joint Chiefs of Staff (CJCS) General Richard Myers and that they concurred with his recommendation.


Anyone want to speculate whether or not Dougie Feith was giving the torturers a script to focus on Iraq's specious ties to al Qaeda?

5. I'm afraid I don't get that from his words
I see the point you're trying to make, but there's no case there. One could argue (and his counsel certainl would) that those conducting interrogations (of any kind, including perfectly legal ones) needed some kind of guidance about what information the intelligence or security administrations were seeking, because the questioners might simply not know which information was of greater significance. Sorry, but I think you're reading way too much into it.

9. There's only one problem w/this theory: DoD didn't have control over the interrogations. CIA did.
It was the CIA Counter-Terrorism Center (CIA/CTC) that had ctody over the key 9/11 al-Qaeda detainees who were tortured most severely -- KSM, Abu Zubyadeh, and al-Nashiri -- and it was CIA/CTC that carried out the waterboarding. And, it was the leadership of CTC who had their own reasons for wanting to waterboard these particular detainees and "change their brains". See, http://journals.democraticunderground.com/leveymg/337

These detainees weren't transferred to DoD GITMO until 2007.

Yes, no doubt Dougie Feith and Wolfie had something to do with policy formulation at DoD PCTEG. Undoubtedly, they wanted to produce intel linking 9/11 to Iraq. Of course, they didn't get it. Lawyers in DoD's General Counsel's Office, particularly Haynes, were also guilty as hell. But, really, it was CIA who had control and carried out the worst of the abuses of the key 9/11 figures.

Bush and Cheney, more than anyone, wanted to destroy and falsify evidence held in the heads of these detainess of their experience working inside CIA covert operations. Tenet and Black claim they rushed around Washington trying in vain to get Condi and Bush to "roll-up" the AQ cell members they knew were inside the US. These AQ cells, including the Flt. 77 hijackers, were the very same guys who KSM had dispatched to Kuala Lumpur to plan 9/11 and the Cole attacks with Nashiri and Zubaydeh, who had originally trained at least six of the 9/11 attackers as part of a CIA-sponsored operation against the Russians in Chechnya.

I believe Tenet and Black's assertion that it was ultimately Bush's call. Tenet flew to Crawford in mid-August and the two rolled around the ranch in Dubya's Jeep. Bush decided to leave the AQ cells in place. The FBI team hunting them was denied FISA warrants and information in CIA files that would have led them to the principal hijackers in minutes.

Everyone involved had something to cover up - the death of 3,000 on 9/11 and the lies that led to the war that followed. After Iraq, they intended to move the US Army East into Iran, but the Joint Chiefs were so disgusted when no Iraqi WMDs were found that the uniform military refused to invade. We're still playing out that struggle between the military and the neocons, with the CIA split between the two.

There are those who would love to pin everything on the hapless Feith crew at OSP. His hide should be pinned to the wall, along with Rummie, Wolfie, Wurmser, Rhode, Perle, and all the rest. But, right up at the very top, should be hides of Dubya, Dick, and their top national security team.

Camp Hiawatha in Far NE Philly...

Knew him when he was in college at Harvard and I was elsewhere...had close buddies in common

Knew it was trouble when he was a rising star under Saint Ronald of Reagan.

Knew it would come back to bite him.

Knew that the Philly papers would never ever cover his new 'exploits', and they don't.
