SHEBOYGAN, Wis. - A dog weighing more than 120 pounds survived being frozen to a sidewalk overnight, probably because he was insulated by layers of fat, authorities said.

The Sheboygan County Humane Society says the "morbidly obese" dog, an aging border collie mix named Jiffy, froze to the sidewalk when he was left out overnight Wednesday. Shelter manager Carey Payne says few dogs could survive the single-digit temperatures, and it was probably the fat that made the difference.

Jiffy's 59-year-old owner was arrested Thursday morning on suspicion of animal neglect, Sheboygan Police Lt. Tim Eirich said. She told police she tried to get the dog inside but couldn't, and instead checked on him every few hours.

The dog is 11 or 12 years old, Eirich said. Shelter workers poured warm water over Jiffy's back end to unstick him from the sidewalk, Payne said, and it was too soon to say whether he suffered any long-term effects.

3. An arrest is not a conviction
The reporter is being factually accurate. Everyone (even this clown) is presumed innocent until proven guilty. Even Animal Abusers.

7. Very little suspicion to go on.
It is often true that animals will not cooperate with owners. The only mistake may have been not to call for help with the animal.

and I imagine this broad was just too stupid to realize she could pour warm tap water over his paws and unstick him.

Yes, some people are just that stupid. Not only do they have pets, they vote.

I hope the dog didn't end up with frozen paws, poor baby.

9. Poor dog, I hope he's going to be OK.
And perhaps it's time for a new owner. One who will consider his health and put him on a diet, and call for help if he refuses to come in in frigid temperatures...or hey, how about this...why not walk the dog on a leash instead of leaving it outside to fend for itself?

I hate people who allow their animals to just roam free. In addition to being illegal in most areas, it's not fair to the animal. They need love and attention, they deserve quality time with their human care givers. If you don't have one on one time to spend with a pet, you shouldn't have a pet. It's cruel.

My cat lays in my lap, or next to me, every night while I watch TV.

If that dog didn't have ample shelter, which it sounds like he didn't, that alone is abuse.
