Looks like the leash is about to come off as I figure this allows the military to actively cruise right off the coast now vs. entering waters only in pursuit.

Since there are only certain areas that would geographically/physically allow the pirates to store their prizes I would imagine that this would allow the navies to put choke points on a more focused area.
