If governments cannot afford to make case law available in public libraries, then perhaps it's time to do away with the common law system and require judges to rely entirely upon statutes and regulations.

1. Our local library (Orlando) has transferred their law collection

to Florida A&M Lawschool down the street. Much greater utilization there. They remain open to the public for perusal.
