1. There are "specialists" who are obligated to buy when nobody else will.
This is to maintain an orderly market. This is part of the price they pay for the privilege being on the floor of the NYSE, right in the action.

i guess they can either make money when the prices go up or take a hit when they continue to drop.

what happens when they have no more money to buy?
