1. No because if so
when Israel's are finally declared it would justify war against Israel by any other country which felt so inclined.
It's not that I'm a great supporter of israel - just happen to prefer consistency.

If they had found their WMDs (nukes do qualify), their justification
for the invasion would have been presented to them on a silver platter.

As Saddam really had no one to use them on without being obliterated
himself, the only thing he could have done with them would have been
to sell them to someone else. But this would not have mattered to
Cheneybush. All they were hoping for was an "I toldja so!" They didn't
get it.

Even people with no particular connection to Israel (like me) know that
Israel will not use a nuke on another nation unless they see an imminent
threat of their annihilation, and they are not selling their nukes to
anyone else. In my mind, this does differentiate them from nations like
North Korea and Pakistan.

In the situation he was in, Saddam had no need for nukes, and didn't bother
to spend the money on them. The intelligence community knew this, and informed
Cheneybush. The only thing that they couldn't do was to force them to listen.
