Has anyone heard about outsourcing of passports?

As in, US passports will be made in a foreign country. First of all, couldn't people in that country just make themselves passports and come in here willie nillie? Second of all, can't we make anything in this country? Wasn't it a law that government work had to be contracted to companies that did the work in America before dipstick bush got in office? Can't they see that if we pay Chinese people to make our passports, that money is gone? If we pay Americans to do the work, they pay taxes on it, contribute to the Social Security and Medicare systems. They spend it in OUR economy. After you consider all that, we're probably not saving any money outsourcing government work. I'd like to know if anyone has heard this and if it is true that outsourcing government work started with bush.
