The surge is working, therefore we should not pull out troops, because if we do there will be a surge in violence, and we need the breathing room to make political progress. The political progress has been delayed, though, because of an surge in violence (rather than the surge in violence is because of little political progress), therefore we should not pull out troops because we need to quell the violence in order to give breathing space for political progress to be made.
There has been no consideration given by the idiot residing at 1600 Pennsylvania Avenue that if we tell Maliki that we're pulling out in 60 days if there is no political progress made to the point that we can feel safe in leaving, because staying in Iraq accomplishes nothing and only costs us more lives and fortune, that Maliki might actually get his ass in gear and do something.
(Plus, Bush thinks, "if I can keep the troops in Iraq until I leave office, the next president will get the blame if political progress can't be made, and Iraq falls further into the abyss.")
