4. That's not such an absurd idea.....

many of these girls get pregnant on purpose, meaning neither teaching abstinence nor contraceptive dispensing will work. Just make them incapable of getting pregnant. With a vas, the boys can freeze their sperm in a container before the surgery so they can father children when they wish. A tubal is generally permanent. Maybe Norplant or some other long-term injection method instead? Of course, it would really scare the girls to award custody to the infant's father.
