I knew a few guys at my college that were drunk all day, every day, and paid other people to do their papers and homework, and even convince some teachers to give take-home tests which they had done for them.

Its not exactly a "conspiracy theory" to think Dubya did this.

Am I totally off base here?

1. Rich kid
from a well known family? Who were probably big donors? Doubt any professor would outright fail him. He got Cs. All he had to do was turn in something.

6. Paid people to do his school work? I seriously doubt that.
Threatened abused and bullied people maybe. You don't get rich by writing a lot of checks.

8. I don't have a reasonable suspicion that he did
because not a bit of evidence so far has turned up that he did. If you could find anything -- someone who was there and said he suspected it, or some kind of copied school paper or the like -- I'd have reason to wonder. Also remember, Bush wasn't always such an inarticulate bumbler. There's a video around somewhere that compares him now to when he was running for governor of Texas and there's a vast difference. The mental deterioration that has occurred over the years is plainly obvious.

12. Good catch!
There was a lot of grade inflation back then. What professor could hand out an F knowing that if a student left school he would end up in Viet Nam?
