Which is more progressive, the house or the senate? Why?

Poll question: Which is more progressive, the house or the senate? Why?
I personally feel like the senate is always going to be more conservative than the house due to all the sparsely populated red states that elect more conservative senators. Officially Kerry won 19 states while Bush won 31. Even if you feel there was a lot of voter fraud, I think most of us would agree that the consistent red states will probably outnumber the consistent blue states for awhile.

What do you think?

1. The House is definitely more progressive.
First, it has a clear Democratic majority, while the Senate has slightly more than a tie. On top of that, Tim Johnson's laid up, making that majority even slimmer, and the Democrats have to kiss ass to Joe Lieberman lest he defect to the GOP. At least in the Senate, we do control the committee chairs (except for Joe's), so the most obnoxious legislation can be killed in committee.
