WASHINGTON - Seemingly taunting Osama bin Laden, President Bush's homeland security adviser said Sunday the fugitive al-Qaida leader is "virtually impotent" beyond his ability to hide away and spread anti-American propaganda.

The provocative characterization came just days after bin Laden attracted international attention with the release of a video in which he ridicules President Bush about the Iraq war and reminds the world that he not been captured.

Ahead of the sixth anniversary of the Sept. 11 terrorist strikes, White House aide Frances Fragos Townsend made a clear attempt to diminish the influence _ or the perception _ of the man who masterminded those attacks.

"This is about the best he can do," Townsend said of bin Laden. "This is a man on a run, from a cave, who's virtually impotent other than these tapes."

In appearance on two Sunday talk shows, she used the "virtually impotent" reference both times, suggesting the language was chosen with careful purpose.

13. These Fascists are just plain stupid.
They keep sayin' that OBL is living in a cave. That is rubish. If he is still alive he lives in various compounds in Pakistan. He is a milllionaire and revered by his followers. He probably has more loyal followers than Busholini. The FBI has no conclusive proof that OBL had direct involvment in the 911 Attacks & he has denied direct involvement. Challenging OBL is also stupid. Even if he were dead, his followers will carry out acts of violence whether with the US or elsewhere.

I don't know what to believe anymore, because I do not believe that it was OBL in those videos. It
didn't even look like him!

However, if bin Laden does want our blood spilled in the streets and our country decimated--why
on earth do we need to call him names like "impotent"?

It's not the most mature, nor the most intelligent of foreign policies---to inflame a murdering
psychopath by insulting his cave.

It's like they're daring him to do something big and bad.
